What you're speaking of is NTP which gets time set by UTC (Universal Time Coordinates.) NTP ensures that the minutes and seconds of your clock is accurate. NTP does not adjust for DST. DST is a whole 'nother ballgame.

The patch for 10.4.8 was already included in the OS when it was released. The patch for Panther was released yesterday. You can get it by clicking on Software Updates.
