Microsoft do not do good will gestures
No company is as far up-its-own-@rse with self-serving arrogance, as Microsoft. I assume the question "Why couldn't Microsoft have made a good will gesture" is a rhetorical one? Let's just take stock, a moment ... Microsoft's "Open" XML specification, the one they want to see railroaded in as a standard to compete with ODF, is currently demanding that any implementation of it, must perfectly replicate a wide range of proprietary MS applications, and the coding errors which infest them. Quite apart from ther fact that there are no published specs for the applications with which "open" MS XML would have to be compatible, a Microsoft coding error wrongly has the year 1900 as a leap year.

It's not likely MS would be showing any 'good will gestures' over a few hours when their "open" XML standard demands nothing less than a re-writing of world history (the WTC attacks took place on 10th Sep, if the year 1900 was a leap year!).
