More often than not...
They are partnerships with Russian groups of businessmen and not simply the company with it's name on the door. I doubt that Microsoft or Sun just decided to open shop in Russia on their own. I know for a fact that the Citibank in Russia is not the same one that it in NY city; the people at the Moscow branch told me that it is Citibank in name only.
