Ignorance is bliss...
Why do so many supposedly intelligent people still spout such outlandish, ancient stereotypes?

Mafia has little to do with the IT industry. They have much bigger fish to fry.

Government is also doing a lot to promote the development of foreign interests with all kinds of incentives INCLUDING huge tax breaks, land, tax-free zones and a whole lot more.

You don't have to believe me -- ask Google, Sun, Microsoft, Cisco and several hundred other foreign business operating -- or some of the THOUSANDS of foreign companies who have been offshoring software development for many years.

Prices in for Indian developers are rising extremely rapidly and will probably overtake Russian prices at some point. China won't cost much, but will always have much more language problems than India, Russia or any other FSU country.

Having worked as Director of International Business Development for a small but highly profitable Russian offshore development firm -- I suppose I have an inside view of the business. Having contracted out a bunch of work through Rentacoder and other systems -- I have also seen some of the problems as well.

There are lots of things to think about, but corruption and mafia are probably the least of any worries.
