What fairy tales?
Russian government officials can sometimes be funny and very often dishonest. A few years ago (2003) their agricultural minister accused American farmers of injecting antibiotics into one leg of all of our chickens that they were importing and claimed that this was the reason why no American chicken that is sold in Russia had two legs. True story, I saw that in the News on a Moscow TV station. I believe Milovantsev as much as I believe that agricultural minister that made the chicken statement.

I have a passport full of Russian Visas; my wife is a Russian citizen so I know more than a little bit about doing business in Russia. This "That is why we compete at the high end" is just Milovantsev blowing smoke up the media's backside. You can't do business in Moscow without paying large bribes with a number of middlemen. Heck, if a Moscow police officer realizes that you are an American you can bet that he his going to have his hand out too. Everyone in Moscow has their hand out. Don't agree to play ball with them? Not a good idea. Organized crime is out of hand in Russia. Besides, most of the Russian engineers that I know of who could speak proficient English or some other western European language moved away from Russia; not many move back for a reason.
