The purpose of the ODF advocacy was to preclude taking advantage of improvements in Office with the goal of reducing the purchase of Microsoft products.

For that purpose, the Microsoft formats had to be declared not open. They had been considered open at one time in the process, and there were only minuscule differences between the openness of Microsoft formats and Adobe's pdf formats. The Adobe formats were never questioned.

Given the behavior of those involved, I'd say there wasn't much disguise to the effort to escape purchasing Office.

The main issue here was always whether two officials could expand their authority to assure that their preferences were followed.
