If you've been paying attention...
You'd remember the recent decision was to stick with MS Office, after all, and use an ODF plug-in to save in ODF format. Not what I'd call the budget-saving option. This article addresses budget issues, and I'm sure Quinn or Gutierrez had the right solution for that: OpenOffice is just fine for 95% of the purposes an office suite is used for. Some small amount of work needed to be done to address accessibility concerns, but the OOo people had already begun addressing those issues, IIRC. This incident is just another in the succession showing who is pulling the strings behind this farcical situation in MA...and we all know who and why.
