"Projects" do not normally involve Office Suites
Rather, "projects" usually involve a major upgrade in systems, methods and practices, such as one my agency has been involved in for many years, with many years to go. It involves replacing the mainframe database system used for filing, paying and storing Unemployment Insurance claims to millions in California. The system was put in place decaded ago and has been patched, coddled, and cozened ever since.

The upgrade will cost millions (has already eaten up a lot of money) and requires funding through the end of the decade, most likely.

It is this type of project that the MA CIO is talking about, not the simple acquisition of an Office suite. Funding for these types of projects is always political and is always in jeopardy. Perhaps he just got fed up with the same ole, same ole, year after year.

It happens everywhere and usually has nothing to do with religion, or bribes, but simple budget decisions.
