Has IT become a contest...
... between the Governor and Legislature in MA? If so, the IT situation can be expected to deteriorate as the Legislature assures that the Governor will not have successes to claim.

The defiance of usual procedures and expected outcomes which Mr. Quinn and Mr. Kriss determined upon may have only crystalized a dispute waiting for a subject. But their actions assured that civility, even efficiency would be minimized.
