This was predicted in 1991....industry prefers low wages to high skills. They are the managers who have lined their nests. High skills cost money but the trend has been for outsourcing, wage rollbacks, restructures (layoffs), and supposed savings on the wage/expense side. Now to get the same work done they have to bring in a vast army of workers on contracts that would make Halliburton blush. But then they don't have the in house skills to direct and manage that work, which often has to be done over.

The MBA mills have some responsibility for this, everything of value is measured only in short term gains and not in industry health.
