topology
The biggest problem is the decreased concern for Internet topology.

In fact, the theoretical concept of the Internet is to have a big huge "net" of computers so that if one goes down, everything else stays up. There should be no single point where a terrorist should be able to attack and bring the Internet to its knees.

BUT that's not really true in practice - we route most of our traffic through backbones, making us vulnerable - they can just attack the backbones.

"The United States has never experienced a massive Internet outage"

Actually incorrect. I remember that not too long ago there was a major dispute among the large providers and half of the Internet couldn't see the other half!

The article was trivial to find (I googled "internet outage dispute" - it was the first result), and it was indeed a ZDNet article:

Apparently Anne Broache has a very short memory - this was less than a year ago!!

You want to make the Internet ready for a possible attack? Make it into what it was designed to be: A big, huge web.

Theoretically, the Internet was designed as a military project to withstand nuclear attacks. Unfortunately, ignorance of how it was originally designed has made it vulnerable.
