I think I smell PORK...
Government action? Oh my gawd no!!!

This will result in study after study, claims and counter claims of readiness, and vanishing dollars like you can't beginning to imagine.

Let me save EVERY tax payer a boat load of money by giving the answer here.

1. ISPs and the Internet backbone providers have 18 months to submit an inter-operable plan for recovery.

2. Recovery shall have a "Must Be Met" time limit in the plan and this time limit must be reduced over the years of implementation. As an example: Two years after being implementation recovery must be with in 48 hours, in three years 40 hours, four years,,, you get the idea.

3. Testing of the system to be designed and implemented by the ISPs and the Internet backbone providers AFTER approval of it's methodology.

4. System tests to be posted on line for independant review by anyone desiring to do so.

That's it folks, it's done and it doesn't take a huge study or millions of tax dollars. What's the chance of this common sense approach? I would say absolutely none. sad
