Counterweight
Well seems like they would need a counterweight out past geosync orbit.

Earth ---cable---- Geosync Sat -----Counterweight.

I'm more concerned that something this long would not be rigid. It's going to move all over the place- I bet even solar wind would affect it.

Any kind of oscillation could get nasty. And it could kill everything around the planet if it ever did come down in one piece so you probably need some easy way to break it into small chunks.
