How could it not be?
What's the point of a flexible elevator? If it isn't contributing to help bear the load of a ship, then why have it in the first place? You'll need the same amount of fuel to get to space as now.

Not to mention wind affecting the part contained within out atmosphere and its effects rippling up the cable.
