so many get it confused
The initial cable is suposed to be spooled by a rocket and down to a sea platform like an oil rig in the equatorial oceans. Then over a 2-5 year period small robots will go up and down it laying out more strands. kind of like a braided rope. after it gets thick enough and strong enough elevators will be installed for carying cargo up and down at a fraction of the cost of a shuttle launch.
