Okay, so this thing is on top of a ship. Ships rock in the waves. Let's be conservative and say an object extended from the ship rocks a maximum of .5 degrees in each direction, for a total of 1 degree.

Now, the article says the cable will be "thousands" of miles long. Let's be generous and say 1,000 miles.
