I almost always surf to Zdnet at work
I can go there almost 2 or 3 times a day, reading at least one interesting articles. I'm not involved in the computer industry anymore but I do some web contract from time to time.

So I think it's not always wasted time. I also tend to go to website more related to my job so I do get more info and soft learning. I dont have 2 hours a day to spend but I can say usualy from half an hour to an hour when it's not really busy.

I guess workers in larger offices may have more time to waist each days. Also since I'm with a nonprofit organisation, I spend lots of time going to all kinds of evening meetings. I guess it's more like give and take approach. I plan my work as having things to be done at the end of the week, opposed to be doing stuff from 8 to 5.

This study is really interesting though.
