There hasn't been 2nd world nations since the early 90s
Not sure what you mean by the Soviet aligned nation buying Nato align nations? This has nothing to do with off shoring to other nations. Also since there are no Soviet align countries anymore as the cold war is over there are no 2nd world nations to buy anything.

As for Walmart. People do want low priced goods but with Walmart like products you get Walmart like quality. I don't think this is what people want but more that people are so under the control of marketing that they don't even think they can get better quality for only few pennies more. In many cases Walmart is more expensive than local stores when you add together the fact the poor quality good need to bought again and again and that product that are not loss leaders are more expensive that locally own shops.

It took the local businesses some time to adjust to Walmart strategy before they figured out how to compete. Since then local businesses have started buying groups which have allowed them to compete very well. Where I live many local businesses can sell thier wares for less than Walmart, in some cases in less than Walmarts loss leaders.

So don't like Walmart? Then buy thier loss leaders and nothing else. Buy you other goods locally. Watch Walmart suffer then. Problem is people like convience stores and are willing to pay more for 75% of thier shopping to while taking advantage of the loss leader sales.
