Idea has much merit.
Small businesses power this country. And the small time inventory is where my loyalties stand. Anything that lowers their barriers to entry is good. Which this seems to do. The problem I see with this plan is that big businesses have no trouble shaping themselves as many smaller institutions. Company A can file for 9 patents and pay an increasing fee. Or it can setup Company B, C and D to be patent warehouses and spread their patent filing across each and get three free patents as well as limit the ever increasing charge. But this extends beyond just patent reform, corporate reform is also needed.

The following are things you won't agree with but I think are true anyway:
Software patents need to die.
Corporations shouldn't be able to own other corporations.
Corporations need to expire within human lifetime.
Wall Street needs to shut the *bleep* up and not advocate short term business thinking with company gutting.
