I don't know about occasional
You see all kind of patent claims these days for obvious stuff that many of us have been doing for decades. 2 years doesn't change that. Then thier is whole prior art thing as well as minor changes to existing functions and calling them new.

I think the biggest problem is that software isn't understood by those granting the patents.

Try Googling "Silly Patents", I believe that brings up site of some really stupid things that have been patented. Like that guy who patented the cat exerciser which is nothing more that using a laser pointer.
