Well, the Roman Empire knew...
... it was declining when the entire society and economy had to be harnessed to maintain the army. The currency collapsed, and taxes had to be collected in agricultural products and other real goods.

For all the government's actions and the torment of the general population, the army maintained was remarkably small.

In short, the whole Roman Empire did not have enough resources to support itself.

The reason was obviously inefficiency. Even the Byzantine Empire, which began as the eastern segment of the Roman Empire, was able to develop the strength to become powerful eventually.


My point is that a country or an Empire does not have an inherent necessity of declining, Spengler to the contrary. If it can remain flexible and adaptable, open to change and the acceptance of new groups of people determined to have a positive effect, then it can renew itself.

Becoming ossified is the fatal weakness. And one sign of being ossified is excessive control by government. Renewal by decree is impossible, as is permanent top-down change. No one knows the right answers, and for a government to think that it can enforce good results is a sign of decay.

To respond to your question, the most dangerous sign is when the people in charge think they can answer the question of when action is necessary and what that action should be.
Because the US has not disabled itself, I'm pleased to say that there is no answer to your questions.
