- Let me tell you what I SAW

I came in the USA in 1989 to pursue grad studies. Initially I was amazed by the vast amount of resources (financial, computer, human. etc) this country was employing for higher education, research, business and even daily living tasks.
Around 1996 things got strained in terms of R/D funding but they were still strong up until June of 2000. This point in time was a watershed. It was not only the 'sock market bubble burst' but every thing else went DOWNHILL. It is very very hard now to obtain fuding for R/D in the Universities let alone the Industry which has almost completely shut down its R/D labs. The only exceptions is IBM, CISCO, Intel, some SUN and SGI, etc.
IT departments were downsized severely, but I thought that ``it's time for the IT industry to become more efficient and get rid of all the unproductive FAT; things will gradually improve by the mere efforts to beconme more cost/effective, more efficient, more prudent, etc.
It DIDN'T happen: the lost jobs went OFF-shore, and organizations DID NOT become more efficient or more prudent. Just ask your self HOW the IT infrastucture, methods and procedures has improved since the late 90's. LITTLE improvement which is simply direct result of the better performance of VLSI chips.
Also, the turmoil in the IT departments have sent the management into a tail spin of panicked decisions. I know many people working in the IT or R/D depts of lucrative businesses and they don't believe the magnitude and the frequency of botched management decisions. Acquisitions that lose money downsizing of profitable departments or pouring cash into products that have little value and no future...
WORSE YET the IT departments have to invest many many billions of $$$ on security, spyware, etc.
Everything else has also gone south: cost of medical care, housing, few job openings...
In the early 90s people from Asia would do anything to stay in the USA. NOW, NOT really... I know many Chinese and Indians who returned to their countries and they have very good opportunities.
I am not sa ying that things are irreversibly bad, as US still has very good Universities. But alas, the inflow of the best minds has been diminished to almost 1/2 of what used to be 5-7 years ago. This means that fewer highly skilled people are PRODUCING or doing R/D in the USA. Guess where they are right now: Europe and Asia.
