We are actually seeing a retrenching in the the IT world where the data is being pulled back into a GRID or monolithic SMP server. This will require IT departments. Why the media is insisting that outsourcing is working is beyond me, most of the major projects I have seen outsourced have failed miserably. Until we can describe to the finest degree what we want, it will not work.

Our projects tend to be very amorphous in the USA with requirements changing daily (if not hourly) using remote deveopment staff whose primary language is not ours just doesn't work.

Back in the 80's I commissioned a report to find out what hardware systems Nuclear Plants were using for gamma spectrum analysis. The request went out over a computrer network to the IT managers. Only 60% answered the question correctly based on follow-up phone calls to the actual technicians doing the work. This shows that even at the first level (the manager) the information is becoming distorted, what ahppens at 2-3 levels removed?

I am afraid your IT directors are perhaps thinking in terms of what they would like to see rather than what will really be, which is pretty scarey given they will base their decisions on these perceptions rather than reality!
