This is laughable (and typical of Gartner)
Boy Gartner is really intent on trying to push the outsourcing agenda even when evreyone in the industry tells them they are wrong. I recently read that a candidate for a job with them was suddenly dropped when he told them he didn't believe outsourcing was the holy grail.

Additionally, I have read several articles lately about large outsourcing deals being cancelled and the work being brought back in house. The reason...complete disastisfaction with the results.

IT is hard enough even if you are on site and have an intimate knowledge of the business and its operations. There is no way it can be done effectivley from a distance by a bunch of uncommitted, uninvolved generalists.

Everyone should remember that Gartner has an axe to grind in all of this. After all, if all they told you was that you were currently following best practices, who would buy all of those expensive reports and consulting they sell. They have a profit motive for convincing everyone that Gartner knows what you should do, and that is different from whatever you're currenlty doing.

Gartner is only making themselves more and more irrelevant on a daily basis.
