The DMCA is meant to prevent breaking copyright protection. This is a very different thing from giving Canadians the right to download music which is paid for by their levy on blank media.

Not quite. It looks like India, which is growing into a huge powerhouse (both technologically and population size wise) is rejecting Western ideas about patents and such:
