No, actually it would take less resources for that because its easier to determine the first person to file rather than the first person to invent.

I don't see the intention of Congress, patents are supposed to reward invention, not paper work filing.

All that would do is lead to more 'non-inventors' filing light weight quickly drawn up patents. Because first through the door is everything, not quality.
