Reshape patent policy without IBM? Year in, year out, IBM is awarded more patents than any other company on the planet. The first patent search system on the web (full text search, both text and image retrieval) was stood up, not by USPTO, but by IBM. But IBM was just using patent search to test out new server/SOA technology (and to support its legions of inhouse patent attorneys), so when PTO finally got a system up a couple of years later, the IBM system went offline.
