A lot of this is the fault of the computer/software companies
JPEG 2000 (.j2k) was developed to be a royalty free replacement
to jpeg. It's a far better compression system with more control.
The patent difficulties with .jpg were known years ago, spurring
the creation of j2k.

The computer and software companaies did little, if anything to
push the replacement of .jpg with .j2k.
