There is only one reason why a flat tax is not implemented. That reason is that the rich have to pay more with a flat tax. Now since it is the those who are rich who are in power that will mean you will never see a flat tax.

With current system of progressive taxing it give the appearance that those who are rich pay more taxes but the reality is there are enough tax loop holes for someone with money to take advantage of that they pay little on not tax at all. They can even make it look as though they did pay a lot of tax money. I know a person who made made $600,000 and paid $230,000 in taxes. Looks fair at a glance but the reality of it is the $600,000 is the taxable income not the actual income that person made. They actually made well over one million dollars but still only paid $230,000 in taxes. So it looks like they are paying 38% but in reality they are paying %7 in taxes. Even those living around the poverty line pay higher than 7% of thier income in taxes. If you have an extra couple of million you can invest that in tax shelter and reduce you taxable income. I know if I was pulling a couple million a year I'd rather pay %38 of $600,000 than pay %15 of $2,000,000. Imagine those who have earned even more money and what they get away with. It's just legalized tax evasion.
