Dang it George are we not taxed enough?
Your plan would also cause the credit card companies to incur more expense to do business. Ya might re-think as your credit card rates would be sure to rise. Those cost will be passed along to the businesses that except credit cards also. They will raise prices to cover the additional cost, consumers stop buying online because the savings are no longer there.

And do not forget cash sales. How are those transactions tracked. Traditional brick and mortar stores except only credit cards, but what about those businesses like I deal with that still accept checks and not c-cards.

Man I have nothing but respect for ya but I gotta disagree. Tell the states NO is my answer.
