Look at it this way ...
In some states, a singles sales tax rates covers the entire state. In others, the tax rate can vary by county or even by city. Decades ago the Supreme court decided that it was too big of a burden to put on individual companies to know the myriad tax rates and to file tax forms into states where it doesn't have a physical presence. The logic behind the decision was that if the business had a physical presence in the state, then it already had to file there anyways; out of state, the Supreme Court decided that it's up to the individual buyer to pay the use taxes in their state. Of course, almost none do this (just look at the whining in other posts - they act as if the seller having to collect the tax would be a new tax, it's not - it's just a change in how it's collected since most buyers never bother paying what they technically legally already owe).
