Incidentally, that British war levy is called "income tax", based on earnings less allowed deductions, and, like the phone service tax, actually hasn't existed continuously from then to now.

Anyway, what's wrong with old taxes? Should we have new ones each year instead? That gets people even more steamed up.

And frankly, given how people mostly use the Internet, it should attract "sin tax" rates and do some good in the world.
