Yes they can be viewed to some degree wityhout DNS. You keep forgetting that DNS is a transaltion layer over Internet basic: IP address. If you use IP address dfirectly you still can pull some pages from Web site except those that self- or cross reference by domain name. In any case if you replace domain address with IP address (if you know it of course) you should be able to access at least parts/skeletons of web pages. that may not quelify as web site browsing, but let's be precise on facts.

Some companies block domains thinking that it they prevent their employes from accessing some web pages. How stupidly. It is just enough to translate domain address to IP address and you are free to go.
