Each has value of its own. Factual and scientific information gain value by the accuracy of the facts and strength of logic. In such cases data, evidence, expert analysis and assessment have to be gathered, verified and recorded.

For community purposes consensus is of higher value. So, the nature of information base is to be ascertained before applying one or the other of the two approaches. The criteria applied must be revealed to the information seekers.
