Meta-search: More heads better than one?

Essentials for Evaluation: Query Formulation & Information Tagging:

A good search engine must support good (expressive) query formulation. Secondly, the information base over which the search engine operates must have meta-tags (pre or on-the-fly) for matching. Then one can talk of results?how well the parameters of the query are met by the features of the information chunks selected & fetched.
