Rename the file
You can rename the file. In windows you might have to turn on extension viewing.

In My Computer or Windows Explorer, choose Tools: Folder Options. Click on the View tab. Uncheck the box that says "Hide extensions for Known Filetypes" and click OK.

Now you can rename the "This is my File.exe" to something like "This is my File.exe.bin" Google will see the file as a bin file and not as an exe and let it go through. The person at the other end just needs to rename it back to "This is my File.exe" before they can run it.
