Most vivid conclusion is on page 66...
Right at the bottom of page 66 is one of the most important arguments in the whole debate:

"The threshold of ?harm? of unauthorized use that triggers liability has never been whether the industry loses anything, but whether it loses so much that the balance between the incentive to create is so reduced that progress will be
diminished. The ultimate objective of the copyright laws is not that recording companies earn maximum profits, but that artists have sufficient incentive to create."

It is a resounding statement of the purpose of Copyright in the Constitution: "...to promote the arts and sciences." Not "profit maximization". (And for those who believe the only way to maximize innovation is to maximize profits... well, the paper provides many examples of the contrary, including an examination of the record industry and the perceptions of musicians.)
