Whose job is this?
In principal, this isn't such a bad idea. Some People want internet connectivity, but under no conditions do they want porn. The bill says they have that right to choose.

However, there are two problems I see with this.

1) Why does the government have to get involved? If people don't want to see porn, they can install netnanny or cybersitter or something. If they run Linux or *BSD they can block access to these blacklisted sites with firewalling software and a custom /etc/hosts file.

2) Who gets to make the list? What if we get some nutcase who decides that photographs of grown women in bathing suits is porn? This isn't a job for government.
