Of course he just switch ISP to an ISP that didn't enforce the caps.

Average use of the internet is actually very small in terms of uploads. That's where you nail them. If uploads are eliminated then there are no shares to get so downloading gets useless.

Also note that every windows PC works in client/server mode. So technically just running Windows you are server.

You ISP odometer wouldn't work simpy because the router wouldn't know what traffic is what. Simply by using SSL and the port I choose I could slip by it.

My solution would work, many wouldn't like but then pirates usually don't like things that foil there plans. You solution would be easily stepped around and we would back at square 1.
