Bandwidth caps. Get rid of the all you can eat internet broadband connections. Make them illegal. Have people pay for what they use. Give them X gigs upload and download and enforce it. If you want to swap files go ahead but don't be surprised with the next months ISP bill is $400. That'll stop online piracy.

To facilitate e-commerce ISPs would make deals with the content dispensing sites like I-Tunes or online gaming networks to have them not count against you cap. A white list of sorts for legit business.
