The eCS toolbar, which has been available for quite some time has labels appear when you hover the mouse icon over a toolbar icon. It would seem that changing the icon size would simply be another use of the same technology and therefore be prior use of the same technology.

The patent should be rejected on this basis.

Anybody want to bet? I don't.
