MS doesn't make any money from IE
IE is only valuable to MS in that:

1. It makes Windows more valuable.
2. It allows MS to make money selling other products.
3. It can be used in a Windows lock-in strategy.
4. Self-respect.

To fulfil the first, it doesn't really matter how many people use IE; if people use IE only to download their favorite browser, and they don't use it to let all manner of insect life in, it's enough. The second was what Netscape was trying to do and it didn't work very well; MS might well regard IE to be part of their .net strategy, but it's hard to say. The third criterion has almost completely failed, but MS might still have some hope (I think a vain one). The fourth appears to be the most important one here.
