Then they've already failed
There are very few IE-only sites left and their numbers continue to decline. I personally think that IE's days as a monopoly preserver have come to an end and that Gates and company realize that (though I could easily be wrong). Seems to me that the early release of IE 7 is being inspired more by shame-avoidance and maybe some real concern for security than anything else.

Even the most coercive monopolist prefers satisfied customers to dissatisfied ones (satisfied ones are less work to keep). The problem with MS is that they'd rather try to force unhappy customers to stay than risk their going elsewhere.
