If you choose to leave out ActiveX...
... because its acceptance is less-than-universal, then you would also have to leave out any browser aspect whose acceptance is less than, say, 15% of the market. That's not a very large percentage, admittedly, but with so many browser users in the world, that would still be a lot of people affected.

ActiveX would be approved with a 15% limit, but then with so many ActiveX users, wouldn't be at all realistic to leave it out.

Though some enterprise applications may have avoided ActiveX before, many did not, and with the recent and continuing security improvements from Microsoft, it may be anachronistic to use a whilom attitude as decisive.
