I am making wild guesses perhaps. I think A web of data is just that, a web of data. Today every document in the web is readable by everyone, unless it is prevented by access control. A web of data can be protected as well as the present data in a similar manner.

I guess there will be virtual invisible sub-webs, freely accessible public webs etc. etc.

Guesses over, now may be the semantic web evangelists need to enlighten us further...
