Standards efforts work best when you have a bunch of companies that have already figured out what the markets wants and are competing on a solution. In other words, standards work best AFTER there is an identified need. They don't identify the need/standard first and then hope everyone implements it, even if nobody has a clear idea of the problem which needs solving.

It wouldn't have made sense for Einstein to make a theory of special relativity if strange phenomena which didn't gel well with classical physics hadn't already been identified.

There's something to be said for a standardization lag, as companies with close association with real customers are the best positioned to identify problems. My opinion, but I think the W3C might be getting a bit ahead of itself. But if they are right, more power to them.
