Real Corp. tried this, but Apple didn't like it. They threatened to make future versions of iTunes incompatable with Real's software.

However, I don't think this was Apple's choice. Their contract with the big music providers almost certainly requires them to keep any downloaded music secure to avoid piracy concerns.
