Im thinking 5 years for ALL IP, then after than goes to a common license where everyone pays roylatie fees (like radio) to sell the product. That will force the industry to make use of IP right away, rather than sitting on it.
And in forcing them to more aggresively sell as much as they can to maximize profits (economies of scale)

By making common licenses, you promote competition and consumers benefit.
