From what I've found, downloading isn't importing
For example: If I buy a book from the US and import it into Canada a $10 book can easily shoot up to $50 with all the customs fees for importing a foriegn book.

If I download software from the US I pay nothing extra though I am supposed to report sales tax but I'm not even sure how I do that.
