Still a grey area
From what I've read, it should be illegal for allofmp3 to sell things to foreign customers. They have a disclaimer stating this on their site somewhere, but they don't monitor who is buying from them (deliberately), and claim ignorance.

As for American customers, there are no laws against importing mp3 files, or music purchased in a foreign land, so no law is being broken. I can order British cd's from amazon.co.uk just as legally.
